On August 9, 2016, the Governor signed An Act Modernizing Municipal Finance and Government (the “Act”), which amends many laws related to municipal finance and governance.  The Act includes changes to three public bidding laws – M.G.L. c. 30B, M.G.L. c. 30, and M.G.L. c. 149.  The changes to the public bidding laws go into effect on November 7, 2016.

Autobody Repair and Painting

SHERIFF’S DEPARTMENT HAMPDEN

General Information and Bid Submission Requirements

Sealed bids for auto body repair and painting will be accepted by the Hampden County Sheriff’s Office, 627 Randall Road, Ludlow, MA 01056, until April 30, 2024 at 2:00 p.m. at the Sheriff’s Office purchasing department, Room 253, 627 Randall Road, Ludlow, MA 01056, at which time they will be read aloud in front of one or more witnesses.

The contract will be awarded within 30 days unless the time for award is extended by mutual consent of the parties.

If any changes are made to this Request for Response (RFR), an addendum will be issued. Addenda will be e-mailed to all bidders on record as having been issued the RFR.

Questions concerning the RFR must be submitted in writing to: Sharim Ramirez, 627 Randall Road, Ludlow, MA 01056, [email protected], before 4:00 p.m., by April 23, 2024. Questions may be emailed. Written responses will be emailed to all bidders on record as having been issued the RFR.

Bidders may correct, modify, or withdraw a bid by written notice received by the Sheriff’s Office prior to the time and date set for the bid opening. Bid modifications must be submitted in a sealed envelope clearly labeled “Modification No._____.” Each modification must be numbered in sequence, and must reference the original RFR.

After the bid opening, a bidder may not change any provision of the bid in a manner prejudicial to the interests of the Sheriff’s Office or fair competition. Minor informalities will be waived or the bidder is allowed to correct them. If a mistake and the intended bid are clearly evident on the face of the bid document, the mistake will be corrected to reflect the intended correct bid, and the bidder will be notified in writing; the bidder may not withdraw the bid. A bidder may withdraw a bid if a mistake is clearly evident on the face of the bid document, but the intended correct bid is not similarly evident.

The Hampden County Sheriff’s Office may cancel this RFR, or reject in whole all bids, if the Hampden County Sheriff’s Office determines that cancellation or rejection serves the best interest of Hampden County Sheriff’s Office.

Replacement Cell Door Locks

GENERAL INFORMATION AND BID SUBMISSION REQUIREMENTS

Sealed bids for Replacement Cell Door Locks are to be delivered to the Sheriff’s Department Hampden Jail and House of Corrections, 627 Randall Road, Ludlow, MA 01056, and will be received until Wednesday, March 27, 2024 at 2:00 PM at the Sheriff’s Department Hampden Purchasing Department, Room 253, 627 Randall Road, Ludlow, MA 01056, at which time they will be publicly opened and read aloud in front of one or more witnesses.  For specifications call 413-858-0121.  All bids submitted must be clearly marked in the lower left-hand corner of the envelope, “number 402, Replacement Cell Door Locks, Submission Deadline: March 27, 2024, 2:00 PM”.

An addendum will be issued if any changes are made to this Request for Response (RFR).  The addenda will be mailed or faxed to all bidders on record as having been issued the bid.

Bidders should also include in their submission all additional forms that the vendor is directed to submit by the attachment “Sheriff’s Department Hampden instructions to bidders” found in the specification package.

Bidding procedures and award of contracts will be per Chapter 30 Section 39, of the Massachusetts General Laws, plus all applicable federal, state, and local laws and regulations.

The Sheriff reserves the right to accept or reject any bids in total or in part as he deems to be in the best interest of the Sheriff’s Department Hampden and certifies under the penalties of perjury that this notice has been posted and advertised (if required) in accordance with the general laws of the Commonwealth of Massachusetts, in so far as the Sheriff has instructed the purchasing agent to make such postings and advertisements.
