On August 9, 2016, the Governor signed An Act Modernizing Municipal Finance and Government (the “Act”), which amends many laws related to municipal finance and governance.  The Act includes changes to three public bidding laws – M.G.L. c. 30B, M.G.L. c. 30, and M.G.L. c. 149.  The changes to the public bidding laws go into effect on November 7, 2016.

SHERIFF’S DEPARTMENT HAMPDEN

ELEVATOR MAINTENANCE

GENERAL INFORMATION AND BID SUBMISSION REQUIREMENTS

Sealed bids for Elevator Maintenance are to be delivered to the Sheriff’s Department Hampden Jail and House of Corrections, 627 Road, Ludlow, MA 01056, and will be received until Wednesday, May 28, 2025 at 2:00 PM at the Sheriff’s Department Hampden Purchasing Department, Room 252, 627 Randall Road, Ludlow, MA 01056, at which time they will be publicly opened and read aloud. For specifications call 413-858-0121. All bids submitted must be clearly marked in the lower left hand corner of envelope, “RFR 411 Elevator Maintenance, Deadline: May 28, 2025, 2:00 PM”.

A mandatory site visit at the Sheriff’s Department Hampden, 627 Randall Road, Ludlow, MA 01056 is scheduled for Thursday, May 15, 2025 at 9:00 AM. Bidders must confirm attendance no later than Monday, May 12, 2025 at 2:00 PM. You must send the completed CORI form to Mary Pastore at [email protected]. A completed CORI for must be sent for each individual planning to attend. Sheriff’s Department personnel require this information to perform a security clearance. Anyone found to be a security risk would not be allowed entrance. Individuals will be required to present a valid form of identification upon arrival on Thursday, May 15, 2025.

Prevailing wage rates as set by the Massachusetts Division of Occupational Safety are applicable to this project under M.G.L. Chapter 149, Section 27H.

The contract will be awarded within 45 days unless the time for award is extended by mutual consent of the parties.

If any changes are made to this request for response (RFR), an addendum will be issued. Addenda will be mailed or faxed to all bidders on record as having been issued the RFR.

EQUINE SUPPLIES

GENERAL INFORMATION AND BID SUBMISSION REQUIREMENTS

Sealed bids for Equine Supplies will be accepted by the Hampden County Sheriff’s Department, 627 Randall Road, Ludlow, MA 01056, until, May 21, 2025 at 2:00pm at the Sheriff’s Department purchasing department, room 253, 627 Randall Road, Ludlow, and Ma 01056 at which time they will be read aloud.

Bids are subject to M.G.L. Ch.7 Section 22.

The contract will be awarded within 45 days unless the time for award is extended by mutual consent of the parties.

If any changes are made to this Request for Response (RFR), an addendum will be issued. Addenda will be e-mailed to all bidders on record as having been issued the RFR.

Bidders may correct, modify, or withdraw a bid by written notice received by the Sheriff’s Department prior to the time and date set for the bid opening. Bid modifications must be submitted in a sealed envelope clearly labeled “Modification No._____.” Each modification must be numbered in sequence, and must reference the original RFR.

After the bid opening, a bidder may not change any provision of the bid in a manner prejudicial to the interests of the Sheriff’s Department or fair competition. Minor informalities will be waived or the bidder is allowed to correct them. If a mistake and the intended bid are clearly evident on the face of the bid document, the mistake will be corrected to reflect the intended correct bid, and the bidder will be notified in writing; the bidder may not withdraw the bid. A bidder may withdraw a bid if a mistake is clearly evident on the face of the bid document, but the intended correct bid is not similarly evident.

The Hampden County Sheriff’s Department may cancel this RFR, or reject in whole all bids, if the Hampden County Sheriff’s Department determines that cancellation or rejection serves the best interest of Hampden County Sheriff’s Department.
